My girlfriend is taking online classes, so accessing the content and grading website is very crucial. Here is the situation we are in and that we have not been able to fix for the 2nd semester in a row now. I have looked on the internet for solutions and tried a couple of things, but nothing has worked.

My girlfriend prior to purchasing her new windows laptop had no problems accessing this website. After getting it she is unable to access the site 99% of the time. It randomly will let her on the website rarely, normally right when she opens the laptop, and after a couple minutes will be unable to connect again.
I have tried multiple web browsers so that is not that.
I have brought the computer to my house's network and it still did not work (while I am able to access it on my PC)
So after trying these things I believe I have narrowed it down to the individual PC itself.
