laptop with charger problem

Hello

My laptop Eeebook E402s have trouble with my charger. Even through my charger with blue light on the tip of wire is ON but my laptop have no light indicator ( Battery ). It seem he can't charge at all
I have no way knowing if my laptop or my charger is really the problem.
Any suggestions?

Could be battery could be charger, could be charger port or system board. No way to find out without checking them one at a time.
