Laptop won't boot. Passes LCD test

I have a xps 13 l322x that won't boot up. Battery died in the middle of using it. After a full charge it won't turn back on.

When power button is pressed the LED in front of the touch pad blinks once, no noises or beeps.
The fan does not engage. Power is getting to the battery have not tested any other components.
I visually inspected the board, no apparent issues.

The lcd tests shows all the colors when you press the D key and then power.
The preboot tests does not show any response. I am using the Fn key plus power.

I replaced the BIOS battery. Put the computer back together, plugged it in, the fan did start to spin on the first power on try. Also the keyboard lights give one flash now too, not just the front touchpad light.

All other power attempts did not turn the fan. The BIST test still works, but the FN key plus power does not.

Why would the fan spin on the first attempt only?

Any other ideas?
