I'm using a wireless connection but I'm fairly certain that isn't the issue.

When using Internet Explorer or Firefox, I can't get access to any website, however with chrome, that's true aside from all the Google sites which actually all work almost perfectly (can't stream videos). Everything that would normally shows up has, but sites like Facebook, Tom's Hardware and other non Google sites completely fail to load.

This issue seems only present on my laptop, everything device in the house is fine, so what could be wrong?

To make sure, I did clear my cache, however Google did return search results, I was able to search on YouTube and load the video pages along with comments and even Google plus loaded despite never using it. Even my Gmail updated with recent emails including the ones from Tom's hardware over the past few minutes.

Clearing my cache did cause all of them to stop working.

Hmm, this sounds like either an infection or a DNS issue.

Go to your network Adapter settings, and under IPv4 settings, change your DNS to 8.8.8.8 and 8.8.4.4.
If that fixes it, then it is a DNS issue.

Also go into internet explorer, settings, internet options, connections tab, lan settings, make sure proxy is NOT checked

It's looks like a possible infection :/

Could a faulty hard drive be the issue? Yesterday, I had to reset it to factory settings because it wouldn't boot to Windows anymore after prolonged worsening of what seemed to be hard drive related issues

Is that a ChromeBook? 😀 no Net Neutrality there!

The only plausible explanation, you have set up a proxy in a browser, but most likely a shareware/freeware you downloaded made modification (they love to do that if you notice, it's FREE, so they feel entitled to add craps to your machine).

Restore from a known-to-be-good OS image backup (everybody do those right) that's what I'd recommend, and furgit troubleshooting that #&^%.

What makes you assume it is chromebook?

Did you have the issues immediately after doing a fresh install or did you have the problem after you reinstalled things back onto the computer?
Also do you have multiple hard drives or partitions or only the one C drive?

If you had problems immdediatly after fresh install without installing any other programs AND you only have one hard drive partition then your backup image is compromised.

It was working until I shut down last night. I installed LibreOffice and Firefox but nothing else.

I do have one hard drive, but it it's partitioned into two drives, it's got the windows 8 c: drive and the lenovo D: drive (for recovery)

Ugh, the Recovery drive is mounted as a partition. Those are much easier to compromise for viruses.

Since internal google pages work and that GeForce application works then it seems like anything that does not require DNS resolution is wokring.
Try this, open a command prompt and type this: nslookup www.google.com
also try a different sites so nslookup www.hotmail.com

Let me know if each result gives you back a name and an address, google should have multiple IP addresses, and Hotmail should have alias and a different name.

They both gave back names and addresses

Google:
Name: www.google.com
Addresses: 2a00:1450:4009:800::2004
216.58.210.68

Hotmail:
Name: dispatch.kahuna.glbdns2.microsoft.com
Addresses: 157.55.230.252
157.56.198.204
Aliases: www.hotmail.com

They were both from the server: google-public-dns-a.google.com with the address 8.8.8.8
