Large frame dips with Palit Jetstream GTX 970

I brought the Palit Jetstream GTX 970 last week and it has been causing problems the GPU usage goes up and down causing stuttering and the frame rate struggles to stay up on games like Battlefield 4, Shadow of mordor and crysis 3. Its becoming quite an issue I'm thinking of selling this card because of this issue.
can someone pls help me to solve this problem?

Try this, it might work.
First of all you need to TOTALLY remove all the old drivers. Use this link.
http://www.wagnardmobile.com/DDU/
Note:
Select the respective company(i.e Nvidia or ATI) drivers to be uninstalled.
Use clean and restart option.
And then install the new drivers after rebooting.

If this doesn't work RMA it.

You can exchange it as it might be a faulty piece.

I doubt it is the card because I heard from a friend that my motherboard could be bottle necking the graphics card
