[SOLVED] Large Games Don't Work on Gaming PC

I have a gaming PC that should be able to handle anything I throw at it, but it doesnt. In my opinion its a beast and shouldn't stutter and some games just dont work at all. The specs are:

500GB Samsung SSD (Primary)
1TB HDD (Backup)
32GB RAM
Intel i7-9700K CPU @ 3.60GHz
GPU - NVIDIA GeForce 2080 Ti

The PC is a prebuilt from iBuyPower. I upgraded it with the 500GB SSD thinking that would fix it but it does not. I also upgraded to 32GB RAM. I am hardwired in and a speedtest shows 850MB down 50MB Up.

CSGO used to stutter, but I think the new SSD helped a bit with that. Games like PUBG or Tarkov just dont work and crash or they are not playable. Any ideas to fix this?

It does sound like you psu is not enough or failing, be sure it's at least 600 giving your specs
I recommend using (open hardware monitor) to know the max/min values of your hardware, it can help you diagnose this issue

Im not sure of the PSU but im fairly certain its fine.
Its a brand new 500GB SSD with only Windows 10 20H2 and CSGO installed. It has around 385 GB free.
I ran MalwareBytes and it found nothing
How do I find the temps during gaming?

CPU is throttling to the ground. Possible thermal problem. Ram is not running with the XMP profile which also hampers performance.
The CPU throttling is serious. You need to check the temps with hwmonitor sensors mode, MSI afterburner, hwinfo, etc.

We need exact make and model of PSU as already mentioned multiple times. It's very crucial to know.

I would do a complete re-install of a fresh Win 10
Are your RAM sticks in the correct slots (usually 2 +4 working away from CPU socket)?
Run HW info64 and post the results here, way more detail than User(rubbish)benchmark
Are all cables securly in-place?
Is the case an open or closed front (my bet closed)
What cooler is on the CPU, aircooler, AIO......?

I just did a fresh install of Windows 10 less than a week ago by adding the SSD.
I will run that test and report back.
Yea the cables are all in place and very clean. This was a prebuilt and all I touched was the RAM and SSD.
Closed case
I'm not sure about the cooler but its whatever one came with it. Just standard fans.

Right now i don't think the psu is the issue. Do you have the gpu powered by two cables (each using only first connector)instead of one (using the "pigtail end")?

You also run an older bios so would first update that,

Nothing strange if the cpu only turbo's to 0.8ghz. Hope a bios update solves this.

The 9700K doesn't come with a stock cooler so try to get some infop about what cooler is on there. Maybe take a picture and show here so we can make an educated guess,

So I think I got it. I think the CPU was not performing to its abilities at all. The speed would stay strictly at 0.79 GHz and never move. I had to download a software called ThrottleStop and uncheck something called BD Prochot. This completely fixed the issue. I read Intel CPUs get stuck at 800 MHz and that is the only way to actually discover the issue and fix it
