large single screen tear

hey guys I have an xfx 390x and im facing this problem when ever I turn on vsync in games my fps start to dip dow to the 30 40, even if I turn it off my fps goes to 140 100 on most games and this happens in all games no exception now I am forces to use vsync in the amd crimson drive ( frame cap 60). no stuttering what so ever I get a sold 60 fps but with one huge problem I am left with a single movig screen tear it goes from top to bottom very slowly moving up and down in all games same problem I removed the driver and reinstalled it still the same thing. any ideas im gonna return the card if this keeps up.

If it is moving up and down, its not a screen tear, could you post pictures?
Also some spacing, commas and full stops would be appreciated, very confusing and jagged to read.
