Wait, changing the whole toner cartridge didn't help.

What specific make/model are we talking about here? Quite a few have a separate imaging drum/belt from the toner/developer rollers.

Samsung M2020w, i noticed that after cleaning the four little white claws in the second image, the stains werent so bad but still didn't fix it.

It's hard to see in that second, blurred, picture but I'd bet dollars to doughnuts that the fuser rollers are worn out. Especially the the greenish one under the white fingers. Worn fuser rollers will give all kinds of image quality issues. Given that it's at least a 6 year old printer, and parts to fix this problem will cost far more than the printer did new, you'd be much further ahead to dump it and get a new one.
