Board is ridiculously expensive - can get a board for $200 cheaper that will cater to your needs. Try the MSI Z87-G45 or the Gigabyte Z87X-UD3H. That cooler is good, but you can get quieter and better solutions for the same price. The NH-D14 from Noctua is a beast. However, for this cooler you'll need low profile ram. With a budget like this you won't want to go without an SSD, and with the money saved from the motherboard you could probably grab a 256gb version, although 128gb is good too. The Samsung 840 pro is a great choice. You also won't need so many watts for a single card setup - 650w will be plenty. The XFX 650w modular version is $90 and is a great choice. The case is also far too big for a single card set up - try a mid tower...

You've saved $200 and have a system that will be faster, get better overclocks and perform identically in games. Could also grab an i7 which would help in cad due to it's hyperthreading.
