Latancy test ?

Is there any way to test for example the difference between 100 ms and 20 because i always get 90-100 ms in online games so this in normal because the server is far away from me so i want to see how the players with for example 20ms feel, like the UFO site which you can see the difference between for example 60hz and 75hz or even 144hz monitors
