League of Legends in slow motion

I recently finished my budget build that I had planned on mostly using to play LoL.
Specs:

Intel Boxed Core I5-6400 FC-LGA14C 2.70 Ghz 6 M Processor Cache 4 LGA 1151

MSI Gaming Intel Skylake B150 LGA 1151 DDR4 USB 3.1 Micro ATX Motherboard

EVGA GeForce GTX 960 4GB GAMING, Silent Cooling

Crucial Ballistix Sport 16GB Kit (8GBx2) DDR4 2400 MT/s (PC4-19200) DIMM 288-Pin Memory

When I am in game, sometimes it looks like my champion is running in slow motion (even with upgraded boots lol) and it just seems like there is a very very small amount of either input lag or my monitor not being able to keep up with the game. Even at 180-330 fps and on very high settings. My monitor is an Asus 24" back lit LED but they do not provide drivers for it anymore so windows 10 has a generic driver attached to it and it is only 60hz. My brother also is saying that plays.tv running in the background might be causing this. I've played games without it on and am so paranoid of it now, sometimes its hard to know if it is going in slow motion or not. I really would like to use plays.tv to record my games and epic plays so I was wondering if there was something I am missing.

Or if a lot of people experience this on plays tv and its just a software problem. Please help!

I don't really know what plays.tv is, but I assume it's something similar to fraps. Can't you just use LoLReplay for recording? I haven't used it in awhile, but when I use to use it, I didn't experience any gaming problems and my pc build does not compare to yours since it's over 5 years old now.
We need more information, Is this only happening in league of legends, or does it happen in other games as well. Are you on a wired or wireless connection? What kind of internet connection do you have?

I would guess that its network related.

I might suggest that you also ask this question on the league of legends forum as they may have more advice specific to their game.

IF you cant tell it could be a perspective issue, lack of sleep, stress, alcohol, exhaustion, drugs ect. It could be possible that the slow motion is you and not the game. unlikely but possible.
 
It is a known bug in League, and other games as people have been experiencing it for a couple years since windows 10 has released. Seeing how I have not found any solid answer I thought I could ask here. I am on a wired connection, ping in game is usually around 24-30. I am not on drugs, nor do I noticed this when I'm drunk playing league.
