League of legends Low Cpu usage and low fps.

Okay so i built my new pc, but i have a problem when ever i am playing league of legends i check my cpu usage and its down to 10% and in game i have low fps, i did set the priority to hugh but it didn't seem to help me at this situation.

Cpu; Amd Fx-8350@ 4,3 Ghz
Cpu Cooler; Thermalright True Spirit 90 M Rev.A,
Mobo; Asus M5A97 R2.0
Gpu; Asus NVIDIA GeForce GTX 780 DirectCU II,
SSD; Kingston 120GB HyperX 3K
Harddrive; Westerndigital Caviar Blue
Ram; Kingston 8GB (2x4GB) HyperX Fury
Case; Zalman Z11 Plus,
Psu; Chieftec 650W

Define low FPS ? is it simply locked within game options ?

well my fps is around 60-80 but i dont think it shuld be that low. some times it drops even to 50

it is not locked and im using a 144hz monitor

Well Legaue of Legends doesn't use more than 2 CPU Cores, it doesn't matter if your FX 8350 have 8 cores it will only use two during the game because it was how the game engine was made. The only thing now is to try to overclock your CPU a bit higher to yield more fps as well as turn off Vsync as it limits your fps to your monitor's refresh rate.
