The thing is that the peak maximum power usage is like the maximum FPS, while it's a real number it's not the number that people care about.
If you do something that has a result you can measure the power it took to get that result, that's the power efficiency and the 10900 non-k (10900k configured for lower TDP) is just as efficient as the 5800x or the overclocked 5900x in cinebench, they use the same amount of power to reach the same result, there is a reason that server CPUs all run low clocks...
Anybody that cares about power draw can do their homework and get a good mobo that has all the settings so that they can configure their CPU just the way they like it.
