Hello!

I have a problem with my Lenovo legion Y520 as it is constantly lagging. Even when im moving my cursor around the desktop and hover over the icons its lagging. Playing simple games like war thunder that dont demand much lags alot. the lag is in a form of frame drops, from solid 60 to low as 2..and for some reason something like keeps taking away perfomance...it started 3 days ago after i finished a game of squad. The problem isnt with overheating since i checked temperatured during gaming and they were aroud 50-60 celcius.
Any help would be appreciated :)
(sorry english isnt my native language)

Could you post your system specs?
Check the 'Task Manager' and see which services might be running causing your system to lag. Also, apps starting up and running in the background using system resources could cause the system to slow down. Check the 'Startup' tab in the 'Task Manager' and disable unnecessary apps.
See if Windows updates is downloading and installing updates which could cause the computer to slow down.

Yes my specs are:
8 gb memory
nvidia geforce gtx 1050 2gb
i5 7300HQ quad core
windows 10 home
When i check task manager i dont see anything out of place and disabling stuff was done along time ago already :)

So what i can tell is that it doesnt seem to fluctuate much..only by turbo kicking in and off...but inside games when constantly shake the camera cpu starts using more for that program as indicated by "task manager"

It appears to be running normally. The CPU (APU) is meant to reduce or increase speed based on the load and temperatures of the processor.
While I was typing here, and also performing other tasks, the 3.4GHz CPU in my computer was oscillating from 0.6GHz to 3.791GHz

Yes but that doesnt explain why my pc is lagging...another funny thing with it when i slide over the icons on desktop the most left ones are smooth and the more right i go the more it starts lagging

Sorry, you have an issue that might be related to few devices and could be hard to pin point.
It looks like that could be cause by corruption on drivers and Windows OS itself.
To fix it you might need to "Refresh" or "reset" your PC
Running the Start Menu Troubleshooter have help some
Also repairing corrupted Windows OS files

You could try this:
Right click the Windows Start button and select 'Command Prompt (Admin)'
Type DISM.exe /Online /Cleanup-image /Restorehealth then hit Enter and wait for the process to be completed.
Next type sfc /scannow and hit Enter. Do not close the Command Prompt window until the verification is 100% complete.

That problem to me seems like cpu related. Its like the cpu is rendering the graphical stuff for games and other programs...but so far by looking into it myself i have not been able to figure out why. My video card works as it should and i already have reinstalled drivers twice bot for Nvidia card and intel one.

I know that it might seen like a CPU issue but these are usually caused by several other sources, even Windows 10 power throttling trying to keep the processor in its efficient ranges instead of delivering the power the user needs. Half of the times, Windows detection process may not always work as expected,

You could see which processes are being throttled in Task Manager.
Open Task Manager and click the 'Details' tab
Right-click one of the column headers and click 'Select columns'.
Scroll down and check 'Power throttling' and click OK
Now you will see a new column showing which processes are in a power throttling state.

You could create a High performance Power Plan under Power options to disable Windows 10 from power throttling your system.

Sometimes it could be that the motherboard or capacitors or VRMs, etc could be overheating and you might not even know it. If that happens, to protect components, your system power throttles your system.
