Is it worth getting this http://www.rmania.net/workstations-lenovo--thinkstation-s20-six-core-xeon-w3690-12gb-quadro-nvs-300-2816.html and then putting a 1060 in it? I would mostly use it for video editing and gaming.

For what it's worth, the platform is quite old/dated and as such will result in a bottleneck on the CPU side. Even a GTX1050 would even suffer from a bottleneck. If you could follow this thread, follow up with the necessary details, we could probably build you a current gen system meant for your workstation duties.
