Question Less performance when upgrading CPU

I just upgrade my PC from an old i5 4460 CPU with 8gb ram and a Asus basic board to a x570 with amd 3700X, 32GB 3600 RAM. Both systems had a 5700 xt graphics card. I did a fresh install of windows on the same SSD and did not mess around with oc settings on either build. I did enable xmp and checked that the system is reporting correctly. Installed latest drivers.

When running the benchmark test on Gears 5 at 1440 ultra with ultra textures my old setup got 70-71fps. New build is getting 68-69. My CPU fps jumped but the actual FPS went down. CPU usage is low with GPU usage 100.

Thoughts?

latest bios/chipset driver?
gpu usage at 100? what the gpu temp?
