For budget build upgrading a old HP office PC I got for nothing. Upgraded to 16 gigs of 1333Mhz ddr3 and putting in a 4 gig Vram 1050 TI gpu in it. But it has a core 2 duo E7600 CPU in it and I want to upgrade. Rig will be used mainly for Divinci Resolve video editing and some light gaming. BeamNG drive, Project Cars and some CoD. I know through research that the QX9770 Extreme is the fastest LGA 775 cpu, but I dont want to put that kind of money into a Core 2 Quad. But I cant get a solid answer on what is the best cpu just below the QX9770 price range?
$170 MAX 100-150 ideal.
NO overclocking will be done. Thanks!

If you have the HP model then it should be easy to find a CPU support list which will tell you the best CPU you can use. Alternatively, if you run a program like Speccy it'll give information on your motherboard which might make it easier to figure out your best option.

Since you have an E7600 I'd look at Core 2 Quad Q9xxx series CPUs as the most likely best cost/performance option for a pre-built HP.
Q9550 is the standard "best" CPU for that socket. To be honest any of the Q9xxx CPUs clocked up to ~4.0GHz should perform the same. The 9550 does have a twice the cache over lower Q9xxx CPUs but that shouldn't matter much in games. The Q9550 is the one to get if it's not much more though.
