The following is my current parts list for a new ITX PC build. My budget is $2,000 - $2500 USD

I am fairly confident in my choices with the exception of the AIO. After watching this video by der8auer, the ARCTIC Liquid Freezer II looks to be the best overall option for noise, cooling, and cost. However, the hoses run out of the top of the pump, so I am uncertain how that will impact the side panel (and perhaps pinching the hoses). I have looked at the Fractal Design Lumen V2 though I am uncertain how well that would work when the pump is located in the radiator.

AIO recommendations and any other suggestions are welcome.

Unless you absolutely need Nvidia, I would go for a 7900xt because it outperforms the 4070 ti by about 11% and has 20GB of VRAM vs 12GB for the 4070 ti. This means that the 7900xt will be gaming at decent settings far longer than the 4070 ti.

True, but the 7900xt runs hotter and uses more energy then a 4080. NVIDIA also has the benefit of better raytracing performance.

From the review I've seen the better choice of AIO is one with the hoses exiting/entering the side of the block -

Yup, definitely the better choice. Thanks for that. I think I am going to go with the Lumen since that's what GN used and the temps were pretty good.
