[SOLVED] Lian Li AL120 fan making clacky noise ?

One of my Lian Li Unifan AL120s on my 360mm AIO recently started producing this high frequency clacky noise, kinda sounds like there's constantly a wire hitting the blades or something (there isn't). I also notice the fan will spin then quickly pause (without fully stopping) then quickly spin again repeatedly. I've tried stopping the blades with my finger (the fan is spinning slower than the other two AL120s so it was safe to stick my finger in there) and let it spin up again. Sometimes doing that would fix it until the next time I reboot my PC, sometimes not.
Any idea what's going on?

You might want to parse a video with audio of the issue you speak of. Often times a faulty fan from the factory(out of the box) might be the issue. As for the fans themselves, have you inspected them in case any dirt or debris or even a stray cable might be hitting/brushing up against the blades? Out of curiosity, how are the fans and your AIO tethered/oriented in your build with regards to connectors on the board and the position in the case?

Some fans don't like being made to operate horizontally while pretty much all fans have no complains being made to run vertically, whereby the air is moving from left to right or right to left.

Ahh sorry I should've included a video right away. Here it is. I only have my phone mic so sorry if the audio quality isn't very clear; you might have to use headphones or turn up your speaker. But you can also see the fan blades kinda spinning up then slowing then up again. The noise is like a low droning clack-clack-clack noise and sorta follows the slowing/speeding blades. Lian Li Unifans are daisy-chained and with the end hooked up to the CPU_FANS with PWM controls. I have tried forcing full speed on the fans in BIOS and still I can hear the noise but at least the spinning stops being irregular.
Next I will try removing and inspecting the fan for loose cables/debri and then try switching that leftmost fan with the middle fan and see if the problem persists on that same fan-only or if it has to do more with the position.
