Hello,
My PC lights stay on whenever I shutdown my PC and all components seem to remain on power motherboard,SMPS and graphics card literally only the monitor turns off and CPU stays on . My Cmos battery is dead and is this the cause?????? And yes after a couple of minutes the CPU turns off...

Solution
The cmos battery is a CR2032 and it is easy to replace.
It's purpose is to retain the bios settings when the pc power is turned off.
Possibly, the motherboard knows that the battery is bad and isnot completely shutting down so as to save settings.
Time to replace the battery.

Then, the psu never completely turns off so long as it is plugged in.
That is what lets the power on button start the psu. Also, windows 10 likes to wake your pc up on it's own do do maintenance.

I suggest you don't try to fight it.
Use sleep to ram(no hibernate) instead of powering off.
The sleep/wake times will be much shorter and the power usage while in sleep is minimal.
