lines on screen

I have a Dell M991 monitor and recently it has begun showing a series of white horizontal lines across the top of the screen. The lines go in and out but they become obvious on darker backgrounds. Also, the top of the screen appears to be slightly clipped off i.e. the blue bar on top is about a 3/4 of its usual size. I believe a monitor pin or two may be bent.

Anyone have ideas on what is wrong here?

A bent pin on the cable won't cause that. The lines are perfectly horizontal and not diagonal? What's this blue bar you're talking about? For something like that I'd almost want to try a different monitor first to make sure it's not the video card. If it is the monitor, check your vertical positioning to make sure it's not over-extended past the top (this causes similar anomolies sometimes, but usually on older monitors), if not, the deflection board may be starting to go bad. This board controls voltages and geometry.
 
Thanks for the assistance. It was a video card problem. I talked to Dell technical support and they are sending a new video card and installing it on site for free. I was incredibly suprised.
As for the blue bar at the top of the screen I was refering to the blue bar windows puts at the top of the screen. I was just trying to provide a reference to what the screen looked like.
