Links on Toolbar disappears on reboot

When I right click on my XP taskbar, I then have the toolbar option which
lists "links". After checking off the links button my links appear on the
right of the taskbar. But whenever I reboot the "links" disappear and I
must manually install them again. I have tried locking and unlocking the
taskbar in an unsuccessful attempt to maintain my links option. My links of
IE are always there when I open IE, but I cannot hold them on my taskbar.
Any suggestions would be appreciated.

This might reset your Taskbar preferences as well.

If that does not help, open Registry Editor and navigate to:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Winlogon]

In the right-pane, double-click the value 'Userinit' and copy the value to
clipboard. Paste the contents here.
