Linksys HomePlug Very Slow Speeds

My router is in the basement (it must be there, I can't move it elsewhere) where the download speeds are about 35 Mbps. I have the Linksys PLE400 HomePlug on the second floor of my house that I've been using for a few months and I'm getting extremely annoyed by how slow it is.

The highest download speed I've seen in those months with the HomePlug on the second floor was 5 Mbps, but it's normally around 2-3 Mbps. I've tried various things to try and fix the speeds, but nothing has worked.

Please help me out! Any suggestions are welcome!

Try to measure with HomePlug monitor, value SNR is mainly important
