[SOLVED] Liquid cooling in my pc

I just finished installing a liquid cooling system with water blocks for my cpu and gpu. When I use the jumper my pump is able to run the liquid through the system and I know there are no leaks. However when I go to boot up the pc it will not start, my fans turn on for a second and then shut back off again. I have an NZXT 390 mother board, a GTX 2080 super graphics card, and 850 watts of power with an intel i7-9700K, I have also made sure to plug in a fan into my cpu fan port on the motherboard and it still does not work.
 
Solution
Some motherboards and power supplies go into a safe mode after they have been jumped. Have you tried unplugging or tripping the PSU switch for 5 seconds, then back and booting again?
