Loading screen after resetting computer

So I reset my computer earlier just to clear it out and get setting back to factory settings and now it's stuck on a black screen with dots going around in a circle like it's loading how do I fix this? It was working fine after resetting it, but noticed it black screen so I tried turning it off and back again. Also running Windows 10.
