Local network netflix like service

What spec server i need to start streaming service for 1000 real time user on local network and any way to make login based for the users i.e. like only one device can access the service at a given time somewhat like netflix ?

Servers
You will need more then one to handle a 1000 user load (which I am assuming is 'at any given time')
I would say about 4 plus a load balancer... and really really good ISP. LoL
For redundancy you probably want 2 load balancers and 5 servers. This does not include the storage array
