Local Security Policy Will Not Open

I have a Windows 2000 Server running SP4 which is a member of a Workgroup.
I am experiencing a problem in that when I try to open the Local Security
Policy I get the message :-

"Failed to open the Group Policy Object on this computer. You may not have
appropriate rights." and "Unspecified Error".
I have also noticed that when I log in I get the following in the
Application event log :-

Event Type: Error
Event Source: SclgNtfy
Event Category: None
Event ID: 1001
Date: 21/06/2004
Time: 09:41:05
User: N/A
Computer: LLODIS02
Description:
Default local machine policy cannot be created. Error 80004005 to open
LocalMachinePolicy.

The server is logged on as an Administrator.

Any help would be much appreciated.

Tony-
Check the permissions of the folder c:\winnt\system32\grouppolicy. What do
they say? They should have full control for local Administrators and System
and read access for Authenticated users. Also check the files underneath
there to see if they are generally the same. It could be that the perms on
this folder got munged.

You may have a corrupted secedit.sdb database. See the two links below on procedures
to try. In addition, whenever you find Event ID's try going to http://eventid.net ,
search http://Google.com web AND groups, and search the Knowledge Base at Microsoft
which very often will be very helpful. --- Steve

Failing the other suggestions, try:

Secedit /configure /db temp.sdb /cfg basicwk.inf /log temp.log

Thanks to everyone who replied. This morning I have noticed some new disk
errors have started appearing in the Event Log. I have ran a diagnostics
program which indicates that the main disk is beginning to fail. I am sure
that this will be the cause of our problems. I will get another disk from
our Vendors and rebuild from scratch.
