Question Lock Screen Remain in Desktop

After I click on the lock screen and proceed to the password, I enter them to sign in into my desktop. I can't click anything on my desktop and all keys a not functioning except (alt+ctrl+del) & (Windows key). Then I use me mouse to drag the screen down and the lock screen still there.....

I manage to close it by using alt+F4 . But is there any way to truly fix it?

plug your mouse into a different usb slot on the back ..some mice need more power -so a USB3 slot [colours around slot tell which is which [blue or black]

all of my ports are usb 3, but why do u suggest on changing mouse connection?

sometimes changing the usb input of mouse and keyboard helps [also remove all other usb inputs too [headset, Bluetooth adaptor, phone charger] then reboot system..
