Lock windows 10 settings with password

Is there anyway to fully or at least partially lock down settings with a password in Windows 10 like the background specifically? I can't always lock my computer so it unlocked most of the time making it possible for people that I don't want to change settings.

Is there a way to lock down the changing of setting?

you could set some of the things with group policy (gpedit.msc) but... if you have home version, it doesn't have or support that.
Also if you use useraccount with admin privileges, that wont help either.
so.. use normal user account without admin privileges and it should ask for admin password for changes. Combine that with policy editor to make some things that are normally changeable, to stick and you could be set.
