Locked drive

I made one mistake in my local drive C (system), in this local disk, i click right, and i choose properties, and i click security, and in group/user name i choose administrator and i modified all in setting (i lost the check list in allow). after that i can not access again my local drive. what can i do for solving this problem ?,help me please, thank you.

1. You can go back to an earlier restore point if you have any created.

2. Create a new user account with Admin rights, log off the current user account, then log in with the new account to fix the issue.

i have done, and when i click control panel, and click user account, and click add or removed user account, it's not working (no respond). can you tell me what do you mean ?,
