Log.txt in C:\

I appreciate this is not for WIN 7.
My computer has 5 2tB HDD's. Win7 32 bit, Win7 64 bit the last 3 do not have any operating system on them. At start up I can boot to either of the Win7 disks. My router is a BT hub5
I have noticed that there is a log.txt file in both C:\ directories. I have reason think it might to do something with cisco. A new entry is made at start up.
Here is a copy of the last entry.

I have tried to contact cisco but they only provide a phone number. I am 73 years old and have had 2 strokes as I result I am not very good on the phone.
I have googled it and it seems to do with peer to peer / networking? I did not understand the discussion. All I want to know is;- Is something spying on me and / or is it safe or not. Renaming the log.txt file to logold.txt. just gets a new log.txt file at boot up.
