When i boot my pc up, I am greeted with no startup login screen where you click and enter your password, but a cmd window titled "C:\WINDOWS\SYSTEM32\LogonUI.exe" saying the following, "Enter credentials for [USERNAME] or hit ESC to switch users/sign-in methods", "Password:". When I login through the prompt, it up is just a completely black screen that is luminated. No windows bar, nothing. I've tried CTRL ALT DEL, that just brings up another command prompt with the options, when I press task manager nothing appears. If anyone knows how to fix this, it would be greatly appreciated, Thanks. By the way, I am running windows 10 and have just installed the latest update KB3206632, after installation is when the problem began.

Are you able to access Advanced Boot Options? If not, is there an option to restart? If there is, try holding the shift button and clicking restart.

nothing that can restart the pc in safe mode, UEFI BIOS has nothing, I get to the logon screen, but it's just all black with a cmd prompt saying "press ctrl alt del to unlock" when I put my password, it stays at a black screen. This isn't a error that people have seen before I suppose?

Well, the error seems to be that the systems account file in the Windows folder or registry has somehow become corrupted, perhaps during one of the Windows Updates. If that is the case, you will likely have to do a fresh install but you should definitely contact Microsoft customer support before making that decision. Use this tool: https://support.microsoft.com/en-us/contact/virtual-agent/?referrer=support.microsoft.com and After you type your problem (i'd just say something like "corrupted admin account") disregard the initial reply and click "need more help" then select the call back option. You definitely want support over the phone for a problem like this. At the very least they'll verify that your only option will be a wipe/fresh install, and they might even be able to save your data.

I somehow got into safe mode, anything from there?

Okay. Open up Settings and go to Update and Security, and then choose Recovery on the left menu. From here you can choose the Advanced Startup option. Next you'll want to select Troubleshoot. After restarting I'd recommend going with Advanced Settings and running the Automatic Repair tool. It'll make Windows scan for any login errors and try to fix them. If this doesn't work, there are other things you can try assuming you can get back into safe mode.

I reset the pc from the troubleshoot, it works now.

Yup, that's what I was going to recommend next. Glad to see it all work out!
