When the computer is booting it takes like forever to load the welcome screen. And the spinning dots are spinning very slowly which under the windows logo when booting. And it happens even when waking the computer after hibernating it. And when I went to the BIOS menu, it also very slow to navigate. But when the computer is all boot up it works fine.
My specs:-
★CPU - i73770
★RAM - 2x 4GB
★GPU - NVIDIA GeForce GTX 750Ti
★M/B - Asus H61
★HDD - 500GB + 1TB
And I even did a full virus scan from bitdefender.

once your system is started to the desktop, try the following things;

Search for "Power" and select [power and sleep settings], then select additional power setting, make sure your system is set for [x] high performance, (second alternative and some people will not agree but in my experience sleep mode is not stable on windows)
click on change plan, then change advanced power plane, scroll down to sleep open the [+] in front of it, and then open the [+] hibernate setting and set it to never. apply and close all the windows

Assuming your 500GB drive is a SSD drive,
I would download Crystal Hard Drive Info : https://osdn.net/projects/crystaldiskmark/downloads/68624/CrystalDiskMark6_0_2.exe/
and report read and write on your SSD speeds.

if your 500and 1TB drive are not SSD then I would run a defrag using auslogics free disk defrag https://www.auslogics.com/en/software/disk-defrag/ and use the "defrag and optimize" mode.

Lastly I would search for "startup tasks" and turn off all the ones that do not need to be on there. like adobe start up and such.

it also hapen when waking after hibernation. FYI my startup is clear.

If the computer starts up normally when from power down power up ?
Then I would turn off hibernation, personally always found this sleep and hibernation to be troublesome because it saves your computer status at the time of hibernation to the hard drive and when you start it up it has to reload everything from a files (slower than powering down and up a computer in 90% of cases.

Thank you for your reply. 500GB is not a SSD. I already disabled most of startups and i'm 100% sure startups not causing the problems. I only enabled few things only. System reserved partition have 12% fragment and it won't defreag. And i'm always using high power setting. I usually don't shutdown the pc. i'm more of a hibernate guy. but i'm reboot the pc once a week. bios menu also became slow. idk why. maybe i'm gaming too much. i'm gaming contentiously 10hours per day.

nope. it's worst. when i shutdown or restart it takes lot of time to boot than wake from hibernation.
