Yea I was assuming you had a monitor or a tv to hook this up to.

$600 would be tough if you need both windows and a monitor as monitors usually start at around $90 which means you basically have to throw out the graphics card, and if you do that you can't really play games.

In the advanced bios setting you will see CPU multiplier set at 32 you just manually enter 40. You could just leave it stock and it still play games ok but maybe a lil lower framerate.

Also there will be a CPU cooler in the box usually with thermal paste pre-installed.
