Looking for a 700$ Gaming build

Hello, I am planning on building my first gaming pc.
I play mostly MMORPGs and Strategies(4X, turn based, rts) and rarely shooters like Battlefield series.
My budget is around 700-800$(the lower the better), i do not need monitor, mouse, keyboard or OS.
I would like to build something around i5-4460. I live in EU.
So I am open for suggestions. Thanks in advance.

Hey, thanks for the suggested build. I have small problem. I am planning on buying the parts locally, because if i buy from abroad I have to pay VATs(20%) and with that extra tax there isn't much of a difference in price. The problem is that not all parts are available here... Mainly PSU and Case.

For PSU i have the following options:
PSU: Corsair Builder 600W 80+ Bronze Certified ATX Power Supply
EVGA 500W 80+ Certified ATX Power Supply
NZXT HALE82 V2 700W 80+ Bronze Certified Fully-Modular ATX Power Supply

Case:NZXT Source 210 Elite (Black) ATX Mid Tower Case (which might have some problems fitting the video card)
Thermaltake Versa H23 ATX Mid Tower Case
Thermaltake Chaser A21 ATX Mid Tower Case

So what do you think? Will these changes affect quality/performance in a major way?
On a side note, I have the option to get this motherboard with a discount:
Gigabyte GA-B85-HD3 ATX LGA1150 Motherboard
Do you thing it is worth to spend the extra money for this motherboard or i should stick with the one listed in the build? It wont hurt my budget.
 
If the price is around ~$80 for that mobo, get it.
For the case, get the source 210.
For the PSU, look for other ones. Don't cheap out. The PSU tiering list here:http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

Shows that those PSUs are mediocre 3/4th tier units.

As for the case, the video card will fit right?
I am asking because i am getting this warning when i put the parts in pcpartpicker:
"The NZXT Source 210 Elite (Black) ATX Mid Tower Case supports video cards up to 330mm long, but video cards over 230mm may block drive bays. Since the PowerColor Radeon R9 290 4GB TurboDuo Video Card is 267mm long, some drive bays may not be usable."
