Question Looking for a budget monitor

Hello everyone
I am building a PC and therefore looking for a good monitor. Unfortunately my Budget is just around 10000 INR(140 USD). The monitor will primarily be used for watching anime, basic Photoshop and Microsoft office. I can sacrifice on the gaming front. Also, the monitor should be 1080p. I am currently looking at this one https://www.amazon.in/HP-21-5-inch-54-6-Monitor/dp/B01F8LCALM but i can't find any in depth review about it.

That isn't a bad choice. IPS screen means the colors are better than TN typically.
Here are two others that would be OK.

https://www.amazon.in/dp/B06WV6MHLX/?tag=pcp03-21 - TN panel with freesync so gaming might be better depending on the variable refresh range.
Thanks for responding, a few queries:
1)Will higher contrast of VA panel result in better picture quality than an IPS screen?
2) How much difference does free sync make?
The BenQ monitor will save me some money but monitor is one thing where i want the best possible under budget.

CVJ, if you are on a strict budget, look around locally for 2nd hand. Have you got a type of Craigslist in your area? They are usually pretty decent and much cheaper. Plus you get to have a look-see before buying.

An IPS screen will give much better viewing angles

Yes we do have something similar but i checked and there is not much difference in prices.

Still can't decide between VA and IPS. Should probably check out both VA and IPS monitors at an offline retailer before buying. Thanks for the Help
