a single file is easy in 7-zip or maybe winrar.

right click it, add to archive and select encryption method.

unlock it to use it, then it'll re-encrypt when done.

not really the best way though as you can actually brute force the file from those programs so not the best for sensitive data.

for passwords i use lastpass to keep em safe. it's free for as many pc's you want to put it on (or mobile devices but not both at once). you have the master password and no one else does. it syncs in the cloud so you can access it from as many pc's as you want and it allows for not just passwords but secure notes and anything else you want to put into it. gets a big thumbs up from me.

just my 2 cents anyway :)
