Looking for a gaming GPU that works with Legacy BIOS

Put it in with the 3000W PSU, fans spun but did not display anything. Everything was connected correctly and my rgb keyboard and led mouse did not light up/activate when turned on. Tried again with a 430W PSU, same results.
The only difference with the system is that it has a 430W PSU instead of a 300W PSU
 
But the system worked/works without a GPU installed? Or have you got a different one you can try?

ETA: Okay, the RX-460 requires at least a 350 watt power supply, so it makes sense it wouldn't work properly with only a 300 watt. The 420 ought to be enough, though, unless it's putting out inadequate power on the 12-volt rail. What make and model is the 420-watt?

It definitely shouldn't be the PCI-E 2.0 that's causing the issue, though, unless the slot is damaged or malfunctioning.

ETA: Should have asked, did you install the correct drivers for the 460?

When was your computer purchased and when was the last time the BIOS was updated? A BIOS update _may_ work, it may not.

I have a Lenovo K330 with a ciP67m MB, which would roughly be the same generation as your HP - the Carmel motherboards were using an H61 chipset, and HP says that it was using an i7-2600s, again, same generation as my i7-2600.

I don't know when the last HP BIOS update for that Board was, but for my board the last update was 2011. And unless someone can give me a firm "I got this brand and model GPU working" kind of answer, I'm going to replace my MB with one using a Q77 or Z77 chipset that has at LEAST a 2013 or preferably a 2014 BIOS update so I can use more current GPU's.
