I would just get some cheap laptop for school and then use the rest on a desktop pc. It's no use having a gaming laptop for a school work. Not to mention that for 1000$, you can't really get "gaming" laptop in the first place. Just very high end multimedia laptop.
A cheap example would be a X205T.
I have one and it's super light and smooth. You can watch any YouTube video on it fine without lag.
I would build the desktop.
If you don't want to build, then a place like CyberPowerPC is a good place to start.
You can keep your desktop at your dorm.
I will be gaming on this, not browsing YouTube, if i wanted to do that i can grab a tablet or use my phone.
Are you going to be gaming on the go? An example would be having the laptop on your lap and gaming on it. If you will be gaming in a dorm, then a desktop is the right choice. But by reading your previous comment, it looks like you will be gaming on a laptop as of now and building a pc after college.
What games do you play? This will play an important part in selecting your laptop. For example, if you play an old title such as Starcraft II, then a laptop in your budget can run it very well in around 40 to 60 fps. But if you are playing a big title like GTA V, then I think a laptop that fits in your budget will run low settings at around 30 fps. This is a pure estimate so it might be wrong.
How much storage do you want on the laptop? SSD or HDD? Because you are on a budget, I would recommend a HDD, but if you are impatient (like me) then maybe you can fit a SSD for the OS and maybe one or two priority programs on it.
And lastly, what else will you be doing with the laptop? Because you are in college, you might be working on projects or typing up essays, etc. This will also play and important role because usually gaming laptops are used for gaming and gaming only. For rendering or encoding they are decent, but not as good as the Xeons or Quadros or FirePros, which are way out of your budget. These are some questions I would ask you because I went through the same thing as you.
