Looking for a Monitor and maybe a quick glance over the build

I am building a setup for my buddy. We got really lucky with all the deals going on and were able to get some great parts at amazing deals.

The last thing he needs is a decent monitor. I like to keep the build under 900 if possible (currently at $740 and just need a monitor). So I need a decent monitor ~$160. If any input would be great or if you have any suggestions on a monitor as well.

Here are some deals I was looking at (Black Friday and what not):
Dell E2414H at $100 (multiple companies selling at that price)
Samsung S27C230B at $170 (little bit higher, but hey 27" monitor)
ASUS VS248H-P at $159.99
Samsung S24C200BL at $100
Dell ST2421L at $150

I'm not going to look through a bunch of web pages, but I'll give you a quick summary of what you might want to look for in a monitor.

quick gtg (grey-to-grey) response time) prefer less than 5ms, but 1ms is best.
don't go over 24 inches on 1920x1080, otherwise the Pixels per inch are too low and the monitor looks "grainy" - if you don't know what that means, go to a Walmart or Target (anywhere there are banks of TVs) and look at a 720 vs 1080 monitor at the same screen size.

Try for higher refresh rates. 60 is usually standard, but there are bad ones lower. 144 is maximum and very expensive.

Finally if you can then IPS gives better color and viewing angles than TN panels.
