Looking for best liquid CPU cooler for an i7 7700K

Your first pcpartpicker link is a blank build. You would need to copy the permalink from the top or use one of the markup options to share it.

What you are looking for is all in one liquid cooler reviews, not the opinions of some random tomshardware visitors. Just use google and start reading - the information you'll find on any review is going to be much more reliable and comprehensive than anything you'll get in these forums here.

As general advice, though, the main thing you will have to figure out is how large of a radiator you want, which will depend on your case and your strategy for ventilating it — and since the pcpartpicker link is a blank build you'd have to correct that before anyone could pontificate on the issue with your case in mind.
