I just upgraded my old pc with a new corsair 450W psu and a Nvidia Gt 730 2gb ddr5 gpu. Then when i started my pc, it booted and after typing my password, the screen went blank and pc kept restarting. I am only able to use safe mode. Don't know what the problem is.
My rig-
Windows 7 ultimate 64-bit (service pack 1 ain't installing)
Intel DH61WW Motherboard
Intel core i3-2100
Nvidia Gt 730 2gb ddr5
Corsair 450W psu
Transcend 2x4gb ram 1600 mhz

Solution
If you can get GTX 950 running on your old system then it's a nice upgrade.

But you'd be better off with newer system, comparison:

Userbenchmark PC Build Comparison

Baseline Bench: Game 32%, Desk 40%, Work 23%
CPU: Intel Core i3-2100
GPU: Nvidia GTX 950
HDD: WD Blue 500GB (2010)
RAM: Corsair Vengeance DDR3 1600 C9 2x4GB
MBD: Intel DH61WW

Alternative Bench: Game 40%, Desk 54%, Work 29%
CPU: Intel Core i3-6100
GPU: Nvidia GTX 950
HDD: WD Blue 500GB (2010)
RAM: HyperX Fury DDR4 2133 C14 2x4GB
MBD: Gigabyte GA-H110M-S2H

Sounds like a PSU problem.
Am i correct if your PSU is Corsair VS 450W?

If so, then you just got a Tier four PSU.
PSU tier list: http://www.tomshardware.co.uk/forum/id-2547993/psu-tier-list.html

I suggest you return your PSU and buy a Tier two PSU, preferably Tier one if you could afford it.

Here's a good PSU, Seasonic S12II-520 (80+ Bronze, fully wired, Tier two)
specs: https://seasonic.com/product/s12ii-520/

Ans even better one, Seasonic X-650 (80+ Gold, fully modular, Tier one)
specs: https://seasonic.com/product/x-650/

But I just bought that new psu. Don't you think that it is any other problem? I've tried uninstalling and reinstalling new drivers From safe mode then when i reboot it gets black or else it shows no hdmi connection. And by the way those psu you mentioned are not available in my country. Cosrair is far most the best.

Where do you live that Tier four Corsair is the best PSU in your country?

As stated in PSU tier list about Tier four PSUs:
Built down to a low price. Not exactly the most stable units ever created. Very basic safety circuitry or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.
Just because your PSU is new doesn't mean it's good. There are tons of terrible PSUs that can and have blown up when connected to the PC. All thanks to the cheap and unreliable components used in them to bring the building cost down.

Here's one good review about cheap Tier five PSU,
link: http://www.jonnyguru.com/modules.php?name=NDReviews&op=Story&reid=324

If the Corsair is the best in your country then get Corsair RM 850W PSU (80+ Gold, fully modular, Tier two)
specs: http://www.corsair.com/en/rm-series-rm850-80-plus-gold-certified-power-supply

Or pick any other Tier two PSU from the PSU Tier list (link in my 1st reply).

If you still have your old PSU in working conditions, try using it and look if your PC works with your old PSU.

I live in india. Yeah maybe it would be defective but my pc is working fine. It's just that when i install the graphic driver the pc crashes and then when i restart it it shows no hdmi connection on display. Then I've to go to safe mode and uninstall the graphic driver. Then when i restart the pc works fine except no graphics.
And the psu you mentioned is too expensive here.

Btw, the Seasonic PSUs are available in India.

Found a very same unit that i use, Seasonic S12II-520 (80+ Bronze, fully wired, Tier two) for a mere 6075 rupees.
amazon: http://www.amazon.in/Seasonic-S12II-520-Watt-Power-Supply/dp/B005O8PNSM?ie=UTF8&keywords=seasonic&qid=1476032056&ref_=sr_1_4&sr=8-4
specs: https://seasonic.com/product/s12ii-520/
Don't tell me that it's too expensive.

If we left the PSU out of the picture, take your GPU out of your PC and connect monitor directly to the VGA port your MoBo has (you need either a VGA monitor or HDMI to VGA adapter for that).
Your system should work fine. Reinstall your Win7, including the SP1. After you have succesfully installed your Win7 and everything works well with CPU onboard graphics, insert your GPU, connect your monitor to it and then install it's drivers.

Oh. It is expensive.
Thanks anyways.
Oh. I've connected the VGA cable to my gpu, is it one of the problem too? I will do as you just said. If i face any problem again can i contact you directly?

If you have VGA monitor and your GPU also has VGA connector then you can connect your monitor directly to the GPU.
But if your GPU doesn't have VGA port, you need to use VGA to HDMI adapter and then connect it into HDMI port behind your GPU.

And yes, you can PM me directly.

Oh okay. My monitor has a vga and hdmi port too so I've connect both the vga and hdmi of monitor to the gpu. And as for my problem i should first connect my vga from monitor to motherboard vga then remove my gpu and see if the pc still works then if it works I've to uninstall gpu driver and then connect the gpu again.

Yes.

After you're done with what you said and you're reconnecting your GPU, connect your monitor to the VGA port of your GPU. Since in some cases, the HDMI port doesn't work without the GPU drivers.
Install GPU drivers and check if your PC works when your monitor is connected into GPU VGA port. If it does, reconnect your monitor to the GPU HDMI port.

20,000 rs. Even if you convert these to us dollars the price of the products which you will view in us stores will be higher in India. Try out something.

So, i came up with a low-end build, with Skylake CPU and DDR4 2133 Mhz RAM.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i3-6100 6th Gen LGA 1151 Processor (₹9299.00)
MoBo: Gigabyte GA-H110M-S2 Socket LGA 1151 Motherboard (Black) (₹4638.00)
RAM: Hyperx Performance Gamming Black 4 GB DDR 4 -2133 CL14 288 -Pin UDIMM Desktop Ram (HX421C14FB-4) (₹1999.00)
RAM: Hyperx Performance Gamming Black 4 GB DDR 4 -2133 CL14 288 -Pin UDIMM Desktop Ram (HX421C14FB-4) (₹1999.00)
Total: ₹17935.00
Prices include shipping, taxes, and discounts when available
Generated by PCPartPicker 2016-10-11 02:29 IST+0530

(Click on the "PCPartPicker part list" link to be redirected to the pcpp site. From there, when you click on part names, you can see the amazon link to buy your parts.)

Since your budget is very limited, you have to reuse many of your old components to make the build work. That includes: computer case, PSU and storage device(s) (HDD). But not your GPU. See the note below.

With LGA1151 socket, your MoBo supports current Skylake and future Kaby Lake and Cannonlake CPUs from Intel.
H-series MoBo supports RAM speeds of 2133 Mhz. Put in 2x 4GB RAM in total of 8GB.

Note: i3-6100 has onboard graphics, Intel HD 530 and it is slightly better than your GT 730!
So, you can run the new system without using your GPU at all. MoBo also has a VGA connector to where you can connect your monitor.

Here's also a comparison between your current system (base) and the upgraded system (alternative).

Userbenchmark PC Build Comparison

Baseline Bench: Game 15%, Desk 39%, Work 22%
CPU: Intel Core i3-2100
GPU: Nvidia GeForce GT 730
HDD: WD Blue 500GB (2010)
RAM: Corsair Vengeance DDR3 1600 C9 2x4GB
MBD: Intel DH61WW

Alternative Bench: Game 18%, Desk 52%, Work 28%
CPU: Intel Core i3-6100
GPU: Intel HD 530 (Desktop Skylake)
HDD: WD Blue 500GB (2010)
RAM: HyperX Fury DDR4 2133 C14 2x4GB
MBD: Gigabyte GA-H110M-S2H

(Had to put in one common HDD to make the bench work.)

Thanks alot man!! If i add my gpu to that unit will it work better?
At what quality will i be able to play games of 2016.
If i can increase my budget a tad bit I'll buy intel core i5 6500. Will it be okay? And do you think that it will be necessary to buy a new cpu cabinet? My cabinet is of very low quality. Should i keep it or else you tell.

When you add your GPU to the i3-6100 build then your PC may perform slightly worse since CPU onboard graphics are slightly better than your GPU is.

About gaming, it completely depends on a game you play. Without a decent GPU and with onboard graphics, depending on a game, you should be able to play on minimum to low settings with low resolution.

I suggest that you keep the extra money and buy a better GPU. With H-series MoBo, you can always buy i5-6500 later on when you have more money. But currently, your new system needs better GPU.

I suggest GTX 750 Ti for 9500 rupees.
amazon: http://www.amazon.in/ZOTAC-GeForce-Graphics-Black-Orange/dp/B00IFZ547Q?ie=UTF8&keywords=gtx%20285&qid=1476160734&ref_=sr_1_fkmr0_1&sr=8-1-fkmr0

For example, with i3-6100 and GTX 750 Ti, you can play GTA 5 on medium to high settings at 1080p (1920x1080).

As far as your PC case (cabinet) goes, it's up to you. If you can find a cheap PC case at local store that doesn't cost much, you can buy it. Just try to get such case where the PSU is mounted at the bottom and has atleast 1 fan at back and 1 fan in front.
