looking for low budget CPU

Get a Pentium. Whichever's cheaper : G3258 or G3020

Pentium G3258 fits the bill pretty much perfectly for you O.P.. Get a motherboard that can overclock it and you'll have the option to increase its performance if you ever need it in the future.
