Looking for optimized settings for GTX 1080ti on ASUS prime Z370-A

I feel like I don't have it right, I have a Gigabyte Aorus Black 1080ti with asus prime z370-a running i7 8700k 16g ram ddr4 3200. running most games in 4k but even when not gpu seems to heat up and be over utilized. any help much appreciated

When is the GPU over utilized? In games it should be at or near 100% usage constantly with vsync turned off. According to task manager my GPU goes between 0-3% usage at the desktop with only one chrome tab opened, nothing else.

Your idle GPU temps are high? What are they?

my gpu jumps to %38 just from moving my mouse around, not sure the temp but it goes yellow when playing any game. I just don't think it should be so high
