I have a R7 260x paired with an Athlon x4 760k CPU. I am wondering what GPU I should upgrade to since i'm starting to have problems with this one.
Also, would it be worth it to upgrade to a x4 860k and get a RX 480 or would that just need me to upgrade my entire system basically.

A full upgrade would be a smarter move, but you could still upgrade your GPU - and with a view to moving it to a new build eventually.

Ther'es not enough of a performance gain between a 760K and an 860K to justify the cost (~$100 )

I'd drop nothing greater than an RX460 or GTX1050TI in that setup and call it a day. You won't be gaming beyond 1080p anyway, and the 760K should only be a minimal bottleneck (less with a decent OC).

You can drop whatever GPU you want in there though, if you plan to put together a new setup soon. a 760K will hold back greater cards ,but you can always reuse.

Well, you will get bottlenecked but it will still run games better than 260x, it will just not work at 100%. You should rather save some money and try to sell your entire PC, if PC is fully build with GPU you can get a decent prize for it, and then you add some extra money and you have a new PC.

Here is an example of a budget build. The Skylake Pentium does miracles and perform exellent for a duo core CPU. https://www.youtube.com/watch?v=XJUggtKRETg
