Question Looking for video capture software

Looking for video capture software such as Videograbby that captures video quickly by URL. VG does not recognize .mp4 video from a community TV program. Movavi captures whatever is on the screen in real time and prevents using the computer for anything else. I have both of these programs.

Use Adobe Premiere Elements for video editing but it does not capture video. A program up to $100 that does the above would work. Found software that does what is needed but at $250 or more, that is not happening.
 
The fact that the you can stream the video does not mean it's free to capture, store or edit.

If you steal that content (why you need to video edit it?), then $250, or struck PC, is a good price to pay.

If it's really "community TV", with clearly spelled rights that their content is free to use, they could probably provide you with downloadable media.
