Im building a pc for video editing but i do not want to go to high neither too low because my budget, that's why i want to keep a good hardware balance and need your recomendation.

This is what i have in plan:

CORSAIR RM850 850W .
Asus Z97M-PLUS Micro ATX LGA1150 Motherboard.
Intel Core i5-4690K Devil's Canyon Processor 3.5GHz LGA1150.
Cooler Master Hyper 212 EVO.

1x Samsung SM951 256GB M.2-2280 Solid State Drive.for (OS).

1x Samsung 850 Pro Series 512GB 2.5" Solid State Drive. for MEDIA CACHE FILES.

1x 2TB WD SATA 7200RPM Hard Drive for STORAGE.

Sapphire Radeon R9 280X 3GB GDDR5.

A few changes. If you get the Xeon E3-1231 V3 rather than the i5 4690K, you can get i7 video editing performance for a similar price. The Xeon itself is just an i7-4770 with the iGPU taken off. As you're going to be using a dedicated video card, that doesn't matter. You can drop down to a good quality H97 board to save money but retain quality.

32GB of RAM is a little bit overkill, I wouldn't get that much even for the most intensive video editing builds. 16GB of CAS10 1866 would be perfectly suitable for your needs. As for storage, you won't need 256GB of M2 SSD for just the OS, a 120GB SSD is easily enough. It will even hold all your video editing applications as well.

The R9 380 is a new card, that performs slightly better than the R9 285 (so about 280X level) but has lower power consumption and is based on the newer GCN 1.2 architecture. It would be a better choice for you, as it means you don't have to spend as much on a power supply. The Corsair RM series are poor quality power supplies, almost as bad as the CX and CS series. XFX, Seasonic and Rosewill make some great power supplies at this level.
