Question Dram/cpu ez lights flicker red and orange upon boot and vga light glows white

As of recently I've upgraded several components of my pc such as my motherboard, cpu, ram, and gpu and whenever I boot the computer the lights begin to flicker for a few seconds but the computer still turns on and functions. What worries me is that I've also experienced a degraded performance, getting frequent stuttering and lagging even with casual tasks such as opening webpages which is likely the result of whatever error these lights are indicating. I've attempted to reinstall my cpu+cooler and there was no change with this behavior. Any suggestions with how I can fix this will help.

specs: i7-12700k, MSI Z790 Gaming plus wifi, Corsair vengeance rgb 32gb ddr5 6000mhz c36, Crucial P5 NVMe M.2 SSD, WD Blue SA510, Zotac RTX 3070 ti, corsair RM850x 80 PLUS Gold Fully Modular ATX Power Supply

What did you upgrade from? Did you reinstall the OS after you migrated to the latter platform? BIOS version for your motherboard? How old is your PSU, since you didn't state that was upgraded.

You forgot to mention the make and models of your cooler and case.

I upgraded from an AMD cpu+GPU and a MSI B450 Tomahawk max. I've tried installing a clean version of Windows 11 several times and no performance improvements came from that. BIOS Version: American megatrends international H.60, 8/15/2024. As for my power supply, I bought it a year and a half ago. My case is the Corsair 5000D airflow ATX Mid-Tower PC Case and my cooler is the Noctua NH-U12S
