i wouldnt mind going over budget just dont want to go all out on my first gaming pc lol

I would get the i5 option then, it is a VERY solid build and will serve you well. You could change the GPU to an r9 280x of gtx770 if you have the means and feel it necessary.

just a side question: is a performance difference of GTX 770 vs GTX760 worth a price difference given the current requirements in gaming industry ?

A gtx770 will get you mostly max settings in most games while a gtx760 will get you mostly high settings.
