Looking to build a gaming PC for cheap

My budget is max £400. I'm looking to buy or possibly build (my bf would do all the actual building) a desktop that will run the newest MMO's coming out on medium graphics. I think my benchmark right now would be ESO on medium settings but I am looking into playing Skyforge and Lost Ark when they come out.
Im really new at this whole thing so I really dont know what I need.
